Why google map scrolling turn off when we set iframe height less than 200px?

If the map spans 100% and so when the user is scrolling down the page, the cursor hits the map and, because of the way Maps work, the map begins to zoom and the page stops scrolling. but decreasing the height of the I-frame can cause the google map scrolling turn off.
